A single individual may make use of the power held within a crystal and would be fully capable of shattering it, if they so desired. But binding use of that power to a sole entity would be a more difficult matter entirely. And one that could not be done prior to the crystal's existence.
Thus, I do not think it impossible that the crystal is separate from Vaeros himself, though he may draw on its power.
